The Foundation

About the Fund

This scholarship program was established by Titonian Wallace Sr., the inaugural Chair and Founding Member of Washington County Chamber of Commerce's Black Advisory Business Council, to empower Black graduating seniors from Hillsboro High Schools.

It facilitates their pursuit of higher education or vocational/trade programs, offering support for studies at non-profit community colleges (associate degrees), 4-year colleges/universities (bachelor's degrees), or accredited vocational/trade schools.

The Black Advisory Business Council strongly believes in the value of students embracing these educational paths, fostering a deeper appreciation for self-investment, increasing earning potential, and creating a lasting family legacy.

Application Guidelines

To be eligible for the BABC Scholarship, Hillsboro High School graduating seniors must meet the following criteria:

  • Maintain a minimum 3.0 GPA
  • Demonstrate financial need
  • Have at least 1 month of paid work experience
  • Preference given to first-generation college attendees

Kimberly S. Moreland, Founder of Moreland Resource Consulting LLC and BABC Scholarship Committee Member

Kimberly Moreland

Kimberly S. Moreland is founder of Moreland Resource Consulting LLC, focused on sustainable, equitable, culturally rich communities. She brings 30+ years in urban planning, community and economic development, fund development, historic preservation, and historical research. A leader with organizations including the NAACP and Oregon Heritage Commission, she is an award-winning author and preservationist. Kimberly believes every child deserves the opportunity to thrive, with access to needed support and resources.

Nik Whitcomb, Community Affairs Coordinator with TriMet and BABC Scholarship Committee Member

Nik Whitcomb

Nik Whitcomb is a Community Affairs Coordinator with TriMet and serves on committees advancing education and racial equity across the Portland region, including the Hillsboro School District’s Education Equity Advisory Committee. Previously, he was Producing Artistic Director at Bag&Baggage Productions and has worked nationally with arts organizations of all sizes. Nik is committed to expanding access and opportunity for young people and marginalized communities.

Rashan Williams, Founder of Shifted Theory and BABC Scholarship Committee Member

Rashan Williams

Rashan Williams is the Founder of Shifted Theory, a youth development organization focused on mentoring and leadership. As a former system-impacted youth, he now works closely with schools and juvenile programs to support young people facing barriers. Supporting the BABC Scholarship Fund matters to him because it creates real opportunities for youth to access education, resources, and a positive path forward.
